11. Integration

11.1 Introduction

The Integration Objective is a new topic arising from the Government's A New Deal for Transport. It is divided into three sub-objectives:

  • transport interchange
  • land use policy; and
  • other Government policies

Of these three, only land use/transport policy was dealt with in the DMRB Volume 11.

11.2 Transport Interchange

11.2.1 AST Entries

11.2.2 Methods and WorksheetsThis category did not previously appear in DMRB. The treatment of this sub-objective is covered in GOMMMS Volume 2, Section 8.2.

The sub-objective 'Transport Interchange' is further sub-divided into two elements according to whether the proposed strategy is likely to affect passengers and/or freight: Passenger Interchange; and Freight Interchange. A separate assessment method is given for each element. Results of the assessment for either or both should be recorded in the AST. It captures factors additional to those already included under 'Economic efficiency of the transport system'. Worksheets 8.1 (Passenger Interchange) and Worksheet 8.2 (Freight Interchange) show the information that should be reported for this sub-objective.

With regard to highway schemes, this sub-objective will only be applicable in certain cases where an interchange between different modes forms part of the scheme, such as a park and ride facility.

11.3 Land Use Policy

11.3.1 AST Entries

Qualitative Identify key policies or proposals with which the project is well or badly integrated. Refer to inconsistencies between the subsidiary assessments, e.g. local proposals do not fully support regional or national policies.

11.3.2 Method and Worksheets

GOMMMS refers the user to the method set out in DMRB Volume 11, Section 3 Part 12. GOMMMS provides further guidance stating that policies should be divided into local, regional and national (as defined in GOMMMS Volume 2, 8.3.5) and the method for their assessment is given in Section 8.3.6.

A distinction from DMRB is that GOMMMS requires the user not to limit the assessment to only formally adopted plans, which may be dated and not take account of changes in national or local policies. It also covers transport policies. GOMMMS requires a structural approach to provide an audit trail of the policies considered and judgements made. The policies should be divided into local, regional and national and a judgement made as to the extent to which the proposal is integrated with land use and with transport proposals and policies. The assessment is based on a 3-point textual scale - Neutral, Beneficial, Adverse. The DMRB assessment includes national guidance (PPGs and NPPGs in Scotland), regional guidance in RPGs (and their equivalent in Wales and Scotland), structure plans, local plans and Unitary Development Plans (UDPs). Local plans now include Local Transport Plans, therefore all the information required for the GOMMMS appraisal should be available from the DMRB assessment. Depending on how the DMRB assessment has been carried out, it may be necessary to refine the assessment into the 3-point scale used in GOMMMS.

Worksheet 8.3 should be used to report the information required for this sub-objective.

11.4 Other Government Policies

11.4.1 AST Entries

11.4.2 Methods and Worksheets

Other Government policies were not covered by the DMRB assessment therefore it is a new topic. The treatment of this sub-objective is covered in GOMMMS Volume 2, Section 8.4. Worksheet 8.4 should be used to report the information required for this sub-objective.
